Even if the Rafah crossing at the Egyptian border opens in the coming days, humanitarian organizations encounter significant obstacles providing aid to northern Gaza, the region worst hit by hunger, specialists report.
Access Issues
Key roads are almost unusable due to massive destruction across the devastated territory – or remain under the control of security personnel. Any vehicle that malfunctions is probably will be immediately stripped.
The main entry point, the primary access route to the northern territories, devastated by two years of conflict, has been shut down for many days, and authorities have notified NGOs in Gaza that there are no current intentions to open the border point, as stated by aid workers.
Devastation in Northern Gaza
Gaza City was the focus of a large-scale military operation launched in August that was still under way when the peace agreement was finalized last week.
Damage in the north has been extensive, with complete communities including Beit Lahiya and adjacent communities in devastated as well as many of the peripheral zones of the urban center.
"Any activation of a border point into Gaza is welcome, but we need to make sure we can reach people where they are," said an experienced official from a humanitarian organization.
Relief Situation
Local residents said many of the approximately 300,000 people who have gone back to the northern area from the crowded shelter regions where they had been staying during the Israeli offensive were now "camping" among the ruins of their homes, often without any shelter and with scarce supplies or resources.
A spokesperson from a humanitarian body said the destruction in the northern territories was "shocking".
"There is street after street, home after home ... there is massive desperation for water. The situation is dire. We need all the crossings functioning," the official, who was in the northern city recently, stated.
Insufficient Entry
An organization head located in the urban center said the necessities in what used to be the territory's bustling commercial and social center were "enormous".
"There is this optimism and faith but there needs to be immediate enhancement on the crossings. We didn't witness any significant change on the ground yet," the director stated.
"There remains a insufficient volume of assistance [and] we are now commencing to comprehend the extent of damage. Multiple thoroughfares are just full of ruins ... there is scarcely a building that is secure. There is damage and live explosives everywhere."
Ongoing Changes
Recently, relief groups said modest volumes of essential fuel entered Gaza for the first instance in many weeks, along with consignments of wheat, rice and produce. The additional resources sent market costs decreasing.
In the central town, a civilian said there had been some improvement since the ceasefire.
"The markets are containing supplies, vegetables, and fresh fruit, although the prices are continuing to be expensive and not attainable for the entire population," the individual said.
Cold Season Requirements
"The crucial necessities now, especially with the approach of winter, are to have a tent to keep us safe from the cold and winter clothes because the shops do not have sufficient clothing for us or, if they exist, they are scarce and extremely pricey."
Several UN-supported bakeries in mid and southern regions have resumed functioning since the peace agreement.
Support Distribution
Transport were announced to have come through the Kerem Shalom crossing via the eastern border to Gaza during recent days, though exact numbers were uncertain.
Israel's news organization reported that the day's assistance transports would include food, healthcare equipment, petroleum products, cooking gas and materials to restore essential services.
"Relief supplies remains flowing to the Gaza Strip through the border access point and alternative access points after security checks," an military representative commented.
Distribution Complications
But monitoring the quantity of vehicles could be deceptive, warned a specialist from a humanitarian organization. "We need to know the materials within the trucks and how full they are for it to be a really meaningful indicator," the official said.
Private companies are sending convoys of trucks carrying confectionery, fizzy drinks and snacks, which have little nutritional value, while critical care for young people or individuals who have gone without adequate food for two years are limited.
Medical Conditions
In Gaza City, only few healthcare facilities are working, compared with many in earlier this year.
Many agencies have millions of dollars of humanitarian goods stored near the territory waiting to go in. A UN agency assisting Palestinians across the region for a long time has three months' worth of nutrition for the entire population in place to be transported.
"We maintain the resources, the equipment and the skills ... we only require the permission," said a relief official, who recently came back from Gaza.
Governmental Factors
A proposed plan specifies that "full" support should enter Gaza and be distributed through humanitarian bodies and relief organizations, without disruption from any combatant organizations or state authorities.
This seems to prevent the controversial government-supported humanitarian organization which began operations in earlier this year, resulting in disorderly situations and hundreds of deaths as crowds of aid-seekers congregated around its assistance centers.
